There is some stuff you can buy called "Naval Jelly", as
in the Navy uses it on their ships. You put it on the
rust and it binds / deactivates / stops the rust. Then
you can paint over it. I got mine at the local hardware
store when I lived on the coast in California.
Read the directions. You'll want to pour a little in a
cup and dip your brush into the cup and not straight from
the bottle so you don't activate / ruin the rest of the
bottle. Does that make sense?
I believe you said Sundowner. Did you say Aluminum? You
know aluminum does not rust. It does react with other
metals though. You might contact the trailer manufacturer
if you are not dealing with steel. I think you did say
hitch. The hitch probably is steel.
