Kathy,
I ride under AHAO.  We sanction CTR and endurance rides in Ohio, Indiana, Ky,
and a few in Michigan (endurance only there as they use ECTRA rules for CTr and
theirs are different).
IAHA also does not allow whips for the trot-outs.
