[RC] Finish lines & criteria - Nancy Mitts

While we're discussing finish lines & criteria....
Just this afternoon a friend asked me if I'd read the August EN. Well, I
hadn't read all of it. She asked what I thought about the interpretation of
rule 6. (Aug EN Page 15).
As long as I've been participating in AERC rides, you had 30 minutes to meet
all veterinary criteria at vet checks, and 60 minutes at the finish.
At the finish line, (according to 6.2.1.1, Dec. 2000 edition of the rules)
you have 60 minutes to meet the established criteria.

According to rule 6.2.1.2, Dec. 2000 edition of the rules, you have 30
minutes to reach a reasonable pulse recovery at all control points during
the ride. (The key word being DURING the ride, I think.) This was a change
from the 1995 rulebook.
According to the explaination in Aug 2002 EN, you have to meet pulse
criteria within 30 minutes after crossing the finish line, and can come back
within the hour for the rest of your check. SINCE WHEN???
Was this not an issue that was discussed when comparing FEI with AERC just a
few months ago? FEI required 30 min, AERC allowed 60. There was talk that
AERC may be looking at changing it to 30 minutes also. As far as I know that
change was not formally made. Or, if made, not announced until this
publication of the Endurance News. I have never been to a ride that asked
anyone to present for pulse within 30 minutes (except for BC CRI's, usually
at 10 or 15 minutes).
I don't have a problem with it being 30 minutes, but I do want to see
everybody on the same page. And I do wonder where this particular
interpretation has come from, and why such a major change wasn't widely
emphasized.

I've always understood that the pulse recovery is the finish line for the
LD. That is when the clock stops. Hence it is part of your six hours. In
the case of endurance distances, the finish line is the finish line and
your clock stops there.

Just for discussion, I'm mostly neutral:

50 milers, and up, are timed in at the finish line. The horse has one
hour
to meet criteria. I've never heard of anyone being disqualified for
recovery after the 12 hours time allowed. Has this happened? I know of
several times when riders just barely made the time at the finish. There
was no question they had "finished" even though the horse was not yet
checked and judged "recovered" and "completed" for a while, within the
hour
of course.

In the case of LDs the rule seems to be ambiguous, and I've heard of it
being used both ways. "Must recover before the time cutoff", or "they
crossed the line and still had 30 min to recover", even if recovery was
outside the 6 hours allowed. (Placings, if given, in the order of
recovery.)
My take is all distances ought to be handled as nearly the same as
possible.
I do think LDs should be able to recover in 30 min at the end just as 50s
and up must do during the ride at similar mileage points.

In any case this rule needs to be clearcut.
