Although it isn't usually as simple as just "too much testosterone vs
estrogen" (more like things are messed up clear up at the level of the
pituitary and hypothalmus, with all the various little regulating hormones),
yes, hormonal problems in these mares seems to be the key.
The really feminine stallions sometimes have problems as well.
