I guess I don't really understand "with a loose ankle to give down to the
lowered position." Can you explain it another way?

According to cavalry manual I read "level" is really the position you're
wanting with a loose ankle to "give" down to the lowered position. If you
ride with it locked low like a show rider that's bad.
