Ok... I'm going to stick my neck out on this issue. I believe that this
falls within the 'jurisdiction' of the ride manager, not AERC rules. AERC
does not address this in its rules.

It is the AERC that is the aggrieved party in this case, not Angie. The
AERC was denied funds based on this action.
