There is actually one other restriction. Any motion to modify a rule needs
to be available for 30 days prior to the BoD decision on that rules change.
The rules change must all be accompanied by a "Rules Change Form". The
motion, not coming from committee, would require a second from another
member of the BoD.

(note that for the upcoming BoD meeting, the 30 day limit is, I think
23July2002. On that date, rules change motions will have to be available for
BoD member review to be considered at the SLC meeting. If you wish to have
an issue or motion presented to the AERC BoD during this meeting, you should
contact your regional AERC director(s) or any of the AERC at large directors
for assistance.)

There is an established procedure for rules
changes/additions and most persons are reluctant to put
their name to such pieces of action. for the protection of
a Committee to do the work. It is not beyond the pale to
have a singular member do it as well, though the acceptance
level would be somewhat lower.

Please excuse the simplistic nature of this question, but
why can't a member of the BOD just initiate a motion at the upcoming
board meeting to plug this hole by amending our rules to clarify
that a start is a start?
