Testing is not the determinant. To test or not to test is
not the question. The true question is, do you feel the
substance may be in conflict with the AERC Rule as written.
If you feel so, then testing is mute. Testing only serves as
a deterrent to those who wish to stretch the limits. Like
locks do not prevent theft, they only deter those in doubt.
