No, their clock stops when their pulse is down.

The way I've always put this is that people for whom the clock is still
running should be done the courtesy of being allowed to move up through the
line.  This isn't a "rule"--it is a courtesy to other competitors.  The only
reason this seems to impinge on LD riders is that there tend to be a lot of
them, and since they are going a shorter distance, there are often others
continuing on when they are done and just waiting for a completion exam.
