    Stopping for water for a certain length of time isn't being mandated and a rider is free to move on whenever it is in the best interest of their horse to do so. Just like the helmet discussion, whenever an organization/ride manager makes something MANDATORY they have to be prepared for the fact that consequences may not be as they intended.

    Bob, what about a situation where everybody stops at a water stop, after
a few minutes there you notice your horse is in trouble, or everyone
sees it peeing dark?

    What then, do we now have vets at water stops too?
