Your best bet may be to contact Amalgamated Sugar up in Twin Falls, Idaho.
They process sugar beets, and I know they sell wet beet pulp to the dairy
farmers--they may also know who handles dried shredded pulp (I assume you
are looking for unpelleted) if they don't themselves.  Keep in mind, though,
that all of their pulp is probably already under contract to the dairies in
that area.
