My opinion would be a resounding "NO". That question
is taking that latitude for RM's to the extreme. You
have no idea if the "treatment" was a result of rider
neglect or error, or just "sh** happens". How do you,
from a distance and without medical background,
determine that the rider "abused" the horse by
overriding, etc.??
If I bring my horse home from a ride and he seems a
little off so I have him ultrasounded -- you're going
to refuse entry to the next years' ride???? Or if on
the way home, or later, he doesn't "seem right" so I
have my vet come out??? I have no obligation to share
my horses medical history with RM's.
If, on the other hand, you see an actual case of rider
neglect or abuse of their horse at your ride, I'd be
right in there supporting your ban.
