What you say is correct if there is an imposed time limit to meet some
criteria and a Disqualification is possible. That would be a veterinary
control function.
But what about if you had a criteria w/o time limit and/or possibility of
DQ? If there is no possibilit of DQ, then veterinary control argument
becomes pretty weak.

(granted, w/o a time limit, there is the possiblity that the hold might
cause an over-time DQ to happen later.)
