I can't help wondering if this is all tying into a common thread: 
 
Some want to make a helpmet rule to avoid lawsuits.  The lawsuits are 
because health care is so expensive (and sometimes just because suing is a 
national pasttime).  To fix one, we have to fix the other. 
So if health care was more affordable, and by default insurance more 
affordable, maybe fewer lawsuits? 
 
Some of that could be fixed by a few changes such as: 
Establish Medical Savings Accounts 
Strengthen The Role Of The Individual Health Care Consumer 
Increase Consumer Responsibility 
Privatize Medicare And Medicaid 
Restructure Tax Policy 
Establish Equity In The Treatment Of Employer-provided Health Insurance, 
Individually Purchased Health Insurance, And Out-of-pocket Medical Expenses 
Deregulate The Health Care Industry 
Tort Reform 
 
I could go on and on, but then it becomes less about helmets and endurance 
riding and more about politics.  Which I'll debate at any time, juts not one 
Ricecamp.
