    Most of the time you do get your entry back from not passing the Pre-ride exam.  Maybe not all of it but for the most part it is refunded. The rule that you would look for would be the one covering the "Vet has final decision" for the welfare of the horse.  About it being lame or not to enter would have to be discussed by the rider and the vet making the call and then taking it to the Head Vet for that ride.
