They tie the horse's tongue down to it's lower jaw to keep it from 
"swallowing the tongue"  I don't know if they actually swallow it, or if they 
just get it over the bit, which if you've had a horse that does it, you know 
it is very distracting to the horse, and totally takes their mind off what 
they are supposed to be doing.   jeri
