in oregon, animal abuse is a law enforcement issue, so should be
reported to both the local humane society and sheriff's office. the
humane society acts as a consultant to the sheriff's office. not every
humane society has a certified equine humane investigator; portland and
salem societies do. that is a critical piece to any equine
investigation. we know it takes a lot more than just food and water to
provide adequate care for a horse and properly trained investigators
know that as well.
