The Horse Protection Act is directed at the practice of "soring" of the 
Tennesse Walking Horse, see the USDA site 
http://www.aphis.usda.gov/ac/hpainfo.html for info. This would not cover 
such abuses as amber saw. Rescue leagues, local law enforcement are the 
way to go.
