If it was in Breckenridge in the winter time, I guess by "setting their
hair" he meant coating them with a layer of ice. A few years ago here in
Montana we had a week of 80 below counting wind-chill...we had a first calf
heifer fall through the ice into the river...she got out but instantly was
incased, from head to toe, in full-body ice armor!!! And so she stayed for
over 10 ten days until it warmed up a bit...A week later she had a healthy
calf.
Because the mist would freeze into ice on top of their winter coats and
not directly on their skin...seems like it would work as a kind of
insulation. But our horses were out in the same 80 below storm...and they
were just fine..not even a frost bit ear.
With a low that you are expecting of 30 degrees...I think a soaking
with a fine mist would only make your horse very wet!!!
