Ride and Tie question

From the rules:
"Artificial ties are illegal. The use of any apparatus to create ties
will result in immediate disqualification. "Hand ties" may be allowed at
the Race Manager's discretion. Any decision to allow hand ties will
announced at the pre-race briefing."

Can someone explain what this means?
What is an artificial tie?

And when the rider ties the horse, must the rider continue and leave the horse. Is it
permissible to wait for the runner to pick up the horse and leave together?

My husband and I are going to try to do our first Ride and Tie Apr 14 in VA.
