Bareback pad-unsafe with stirrups?

Everybody's favorite marketing expert Pat Parelli says-and I think
maybe he is correct in this-that a bareback pad is a great thing BUT safe
only if not equipped with stirrups.I'd like to try a bareback pad,and of
course I would prefer stirrups-if safe.It seems that my choker style
breast strap would help re one stirrup pushing the pad into spinning on
the horse's body,and, my Chico is a high-withered "fish-shaped" horse,so
the pad may stay in place a bit better for that reason.
Opinions?
