It is my understanding that these are the registries for Poland, Russia, and 
Spain.  Just as American-bred horses would be registered in the AHRA (Arabian 
Horse Registry of America), so horses with the above initials would have been 
registered to the country represented by each set of initials.  Someone 
correct me if I'm wrong.
