That is a term used on the track indicating that the horse is ready and
primed for the race. The horse has come off the training well and is
freshened and feeling "really" strong. Trainers will use this term to also
gauge when to run the horse again. It actually makes sense, you wouldn't
want to enter a horse in a race when they were "flat".
They don't twitch all over, they are just ready to run.
