HELP: Silent dog whistles and Horses

Does anyone know how much the silent whistles can affect a horses ears?  We 
had a real bad accident this weekend, and think it was related.  This idiot 
who borders us, hates the horses, so will do anything to keep them from 
getting near the fence (of which we own)..... We now all of a sudden have 
three horses that you can not touch their ears all of a sudden,,,, one will 
go right down to her knees.  None of these were head shy horses before..... 
all recently had physicals by the vet... Please advise.
