There is no way to put on any national Championship ride that isn't
favoring the general area it is being put on in because no matter who
qualifies for the ride it still boils down to that particular rider and
horse getting to the ride.

Remember that the AERC doesn't put the ride on. Some person or group of
people decide to put a ride on that they want to be the National
Championship and they then do all the work and preparation not AERC.
That means the ride will only be where someone is willing to take on the
task.
