The riders then come to the RM and demand the
RM do something about it.  It's a problem that doesn't seem to have a
completely satisfactory solution.


Disqualify the rider and don't give them their money back.  If they file a protest, fine.  How are they going to explain that they knowingly violated the rules??  Once people find out you are serious, they will abide by the rules.  If RM's do not enforce their own rules, they can't expect everyone to abide by them.
