If a protest were filed, an RM might have a difficult time making this stick. I
see no rules on which the RM could deny a completion based on a dog. I agree
with Barbarba, this is not an AERC issue. Some of the landmangers have no dog
rules. If this is the case then the RM should turn enforcement over to the
rangers. If the rangers require them to leave then they have the authority to
enforce it ( the RM really doesn't unless it is their property ) and it is not
something the AERC might have to deal with because of denied entry.
