The horse is having an adverse reaction and
The Vet should take this seriously. It should be reported to the
manufacturer (and I think there's a USDA # to call for these reactions
also, but would have to search it out.).
  The Vet should also come back out and make a decision as to whether the
shot was given correctly (hopefully no contamination was present) and
decide if horse needs further attention.
  If the Vet is unwilling to do this, then call another Vet.
