My suggestion is that perhaps your girth is too tight.  I've found with
many horses that just loosening up the girth a bit can solve that
problem.

Does she have a wide barrell that pushes the girth up into her armpits? 
If so, loosening the girth is even more likely to help solve your
troubles.
