I have a gelding that gets this condition some years as part of his fly
allergy (generally he just looks a bit moth-eaten.)  My vet feels that the
scabbing is a photosensitive reaction.  I've gotten excellent results by
slathering my gelding's legs with Desityn:  blocks the sun, blocks the
flies, and is antiseptic besides.
