Back here in the Mid Atlantic, it is a very large,
excavated pit where fill dirt or rock is removed &
used elsewhere for construction.  (In other words, the
dirt is "borrowed" for use elsewhere.)  A friend's
husband owns & runs a borrow pit that covers more than
50 acres.  For those out west, think of a small open
pit mine.
In flat areas, this may be the ONLY place to practice
going up & down an incline!  That isn't much of an
issue for us anymore since we moved to West Virginia.
