Yes, yes, yes!  Big time problem.  I had mine made through Sportack, and they 
made it exactly to my specs.  Works great.  There MUST be a jaw strap and it 
should be relatively snug on the horse.  If I had another made, I would have 
both the jaw strap and the throatlatch done with adjustment options and a 
snap on the end so I didn't have to buckle and unbuckle.  I love snaps.
