Hi Patti,
Don't believe anything you hear from any city council until
you have it in writing, on the books, and in legal tender. As
Bob Morris says, keep on it.
If your property was legal horse property when you bought
it and you have legally been keeping horses on it, then they
cannot just change your zoning without notice, feedback, etc.
Fight it. You should *not* need your neighbors consent. Even
if you get it now, it would allow future neighbors to "vote you
out". If the city wants to change your zoning, you should be
able to force them to atleast purchase your property from
you at fair market value (you have to fight for this too) so
you can atleast move to a legal horse property.
Find out what your rights are and fight for them.
