I would try speaking with the person first. Take the tack you're doing them
a favor. If no one catches the age before the ride, they might still be
caught later & DQ'd. Odds are they'll be caught at the vet in, & how
dissappointing for the Jr. to not get to ride.
I would also give the ride manager a heads up in advance. Sometimes we have
volunteers taking entries that might not catch, or require the age. If the
owner writes 4, the manager will still know to have the vet double check the
horse.
At least if the horse is being ridden now, a 9 year old is potentially less
damaging than a 200 lb adult. Many people start horses that young because at
that age they're naturally curious & more willing to please & not as apt to
rebel as a 3 or 4 year old. The physical damage doesn't show up till it's
too late.
