Actually, what I beleive will evolve will be a seperate policy that many 
insurors will sell. Of course, more pricey as they will be covering a higher 
risk category.  This is what has happened in Fl when the state repealed the 
motorcycle helmet law, in order to ride a motorcycle helmet-less one is 
"supposed" to carry a special policy to cover the risk.
