That summer while I was in the cast,(early '80s) there were three
of us sitting around with crutches at a party.  One had a double
ACL athroscopy, the other was a vet(eran) and had a "zipper"
done at the Veteran's Administration.  The poor vet(eran) was still
in crutches the year after. He felt a little cheated.  Interesting
that I was a guinea pig.  Didn't know it wasn't approved by the Feds,
but don't you think that I should have been informed of this?

Kathy,

According to my doctor at the time, arthroscopy was possible, but not
allowed by the feds.  Apparently they have something to say about
everything.  Perhaps being a teaching hospital helped in your case.  I have
a lovely 8" knee decoration as a result of the open-knee procedure, whereas
the arthroscopy to repair the meniscus on the other side of the knee left me
two little "x"s you can't even find.
