Barb,
What County? Can't you get together a write-in campaign to your Board of
Supervisors--they run the county (at least in California)? Put an article
in the local papers. Offer suggestions for other ways to spend the
money--water troughs, hitching rails, picnic tables--money to spend NEVER
HAS TO BE asphalt.
