This could be a very good idea, as long as a $10 non-member fee isn't used to 
elist an inexperienced person as alternate manager, or for that matter, a 
lower membership fee for the same purpose.  The main point I'm trying to make 
is:  a ride mangager or alternate manager needs experience to do the job 
right, and being a member, receiving all the literature and publications from 
AERC should go a fair way toward educating a person.  On the job experience 
along side of an experienced manager should help, as well.
