Go to the AERC website and look at the rules.

I believe if you have 500 AERC verifiable miles, you can get
a letter from AERC office giving you permission to ride "as
an adult".  You will not, however, be allowed to ride in the
Junior Division without a sponsor.  AND, ride management
does not HAVE to let you ride as an adult.
