free exercise area

What is the minimum acreage per horse and minimum herd size for turnout of
mares & older foals, yearlings and two year olds for optimum exercise?  What
can be done besides adding #head and putting water source & shade apart from
feeding area to increase self-exercise within a turnout area, especially for
mature horses in regular LSD conditioning work (that might rather loaf)?
Reason for asking:  I've found a property that is divided into rotational
grazing for cattle.  If we buy it, to what size should the individual
paddocks be increased?
