    Normally the cut off times are established for the convenience of ride management
and for the sake of the volunteers manning the vet checks.  It is sometimes necessary
to move vets and volunteers from one vet check to another as the ride progresses.
The cut off times are set so that a vet check does not have to remain "operational"
waiting for one or two riders who could not possibly finish the ride in the time
remaining.  Cut off times are not bad so long as they are not unreasonable and do not
force the riders to ride at a pace that is faster than 5 mph.  . If the vet check
would not be adversely affected by late riders, then normally cut off times are not
established.
