A clean up deposit is a good idea IF someone from ride management is around to inspect & refund when riders are ready to leave.  I have finished numerous rides where no ride official was available (for whatever reason).  Do RMs have time to devote to inspections & refunds?  Seems to me they are more than busy and many times have very little or no extra help.
