manure @ Oroville

This last weekend at the Lake Oroville ride, riders were asked to pick up 
manure and bags were given out (and if more were needed, one only had to
ask).  We didn't leave until Sunday morning and I was shocked to see how
much manure that was left!  Obviously we were asked to bag it for a reason.
Am I over reacting here?  I (and my friends with me) thought this was so
completely tacky!!  Why would people do this?
