manage a ride?

Can we propose a new rule? <VBG>

"Any rider who rides more than 4 rides in a year must either mangage a ride,
or present a certificate from a ride manager that they helped at a ride
before they can enter another ride."

This might get lots of new rides, or at least managers would have great pool
to draw on for help. { : >))
