To paraphrase something that was posted on another list with reference to 
this topic, why fix something that isn't broke?  Have there been problems 
with young riders?  Not so far.  Have there been problems with young 
horses?  I believe so.  There's the difference.

Start making rules for every possible thing that *might* go wrong and there 
would be no end to them - or maybe there would be - there'd be no endurance.
