I doubt that this is a training issue if it was never a problem before.
Have a good vet / chiropractor check him. If his sacroiliac is out, lifting/holding up the hind legs can be painful.
I've had 2 shoers who didn't believe in chiropractic (on the same scale as Mr. Tivers) until I mentioned "let me know if they ever start leaning or resisting shoeing" and subsequently had them "fixed" by an adjustment.
My current farrier is now very sensitive to this inability or resistance to support themselves on one leg or hold up a leg, and suggests that clients have it checked. Has had several chronic hard-to-shoe horses reverse after adjustment, and says it "always works".
