There are some epoxy products available through farrier supply houses -
you can email william.h.clark@snet.net (who's my supplier) about what he
has.  Actually, right now I'm using a polyurethane construction adhesive
that seems to work almost as well as the epoxies, with the advantage of
being cheaper and only single-part (epoxy is 2-part and must be mixed).

The crack must be cut out so that only healthy clean hoof is being
adhered.  The important thing is to fill the crack without the adhesive
contacting the shoe.  Slip a piece of waxed paper between hoof & shoe
before putting in the adhesive.

Most of these products make a holy mess, and don't wash off.
