The Old Dominion rides routinely use the 10 minute
penalty if you present & your horse isn't down. It
really encourages you to be certain that he's ready
before presenting. It adds a layer of strategy!
The 10 minute penalty isn't popular, but it isn't hard
to manage, either. If the horse fails the P&R, the
P&R person puts 10'P on the card along with the time.
Ten minutes later, the rider may re-present - no
sooner. If they're down, their out time will be based
on the time they met the P&R. No real calculations
for the ride manager - just a notation for a recheck
by the P&R team.
