you could check with your state government to see if they have a "feral
cat" program like Calif. has. I borrowed humane traps from the
local animal shelter, trapped the feral cats that come in my yard
with a can of cat food in the trap, took the cats to local vets to be
spayed or neutered, then picked them up the next day and released them where
they were trapped. And it is paid for by the State of Calif. They
reimburse the vets for their services, and all I needed to do was sign a
document that stated the cats were feral (tame domestic cats gone wild or
born wild). It is a good program as it doesn't hurt the cats involved, but
it does stop the spread of feral cats. Maybe if you contact your state
senator or representative they can let you know if a spay/neuter program
exists. Or if not, maybe you could help get one
