As I recall, it was pyro-plasmosis that keep the horses in quarantine.
One ONE (Amy Whelan's) horse was sold (to Italy).  Suzanne Hayes horse
was treated (at her expense) and shipped back long after the others.

At that time, we dealt directly with Spain, not all of Europe.  It was a
different story.  International and European laws are constantly
changing.
